In Arabic, the verb (ya’budoun) can mean to worship and at the same time not to worship. It’s a verb that has one meaning and its opposite. As such the verse means I only created jinn and human beings to worship Me, or not to worship Me because I gave them free will. So if they choose to worship me, they do it freely.
